Problem
GM wants the U. S. Treasury to fund its take-over of Chrysler. We have better plans for Chrysler. How should we make it happen?
Suppose the proposed merger between GM and Chrysler goes forward. Thousands of jobs and many plants will close. Towns and cities which supported the Chrysler labor force, will encounter deep misery. GM will apply to the Feds for say, 120 billion so they can pay extended benefits to “buy-out” union contract employees. GMAC will seek additional billions for this corporate welfare. Solution
There is a perfectly sensible alternative which will not cost the Feds any net loss and probably gain it a profit. Here it is:
Congress authorizes the U. S. Treasury to purchase the controlling interest in Chrysler. Currently, Cerberus owns 80.1% for which it paid 7.1 billion to Daimler which had previously paid 36 billion and retains 19.1% interest. If Cerberus refuses to sell at 7.5 billion or less, then no help is offered the GM-Chrysler deal. Chrysler, even with 9 billion in cash, will continue to hemorrhage cash, shed jobs and close plants. You can count on CEO Bob Nardelli to wreck Chrysler.
Congress authorizes the U. S. Treasury to change the name to Chrysler Electric Auto Company and loan CEAC up to 100 billion to retool as a manufacturer of both pure plug-in and plug-in hybrid vehicles. CEAC should have only three models: a high-end luxury SUV, a mid-sized sedan and a very small, two passenger local transportation car. The later one would be a plug-in only while the other two are plug-in hybrids.
This retooling includes the manufacture of kits which can be sold to folks who will use the kits to convert their Chrysler vehicle to a plug-in hybrid.
The loan would also be used to purchase a license for the Volvo all-wheel drive, electric wheel technology.
The body frames and panels, would be Roto-molded. 1
Most of the hard parts would be injected molded. 2
The engine compartment, the space between the outer shell and the inner panels would be insulated with soy foam for thermal protection and sound absorption. 3
In the hybrids, the genset would be the Sliding Electric Generator Motor. 4
When the technology is fully implemented, a license would be offered to motorcycle manufacturers and light plane manufacturers.
Eventually, the technology could be scaled up to the semi-truck.
The loan would also include money with which to purchase licenses or develop patents for lithium-ion batteries.
Congress would specifically empower the Department of Justice to bring an eminent domain action against the owners (Chevron) of the battery patent holder of the battery developed by Stanford R. Osviskinsy. 5
The loans would also be extended to Chrysler dealerships to add to their service departments, bays and equipment to service the EV's.
The loan would also empower Chrysler to use some of the proceeds to buy-back older vehicles, convert them with the kits to EV vehicles and then resell them. Alternatively, the loan would empower CEAC to license with dealers who would buy the kits and install them in customers' older cars.
An independent loan program would be enabled so that buyers could obtain low cost loans directly from an agency of the federal government for a loan with which to buy a new or reconditioned EV or a conversion kit.
These loans would all bear interest and be secured by liens on suitable assets of the borrowers. This way the U.S. Taxpayer suffers no loss, the Chrysler plants keep running, the town survive and the workers keep their jobs.
Chrysler would also run a retraining school for their workers.
Congress would prohibit all automobile manufacturers or oil companies, their officers and suppliers from owning any of the CEAC shares.
All shares purchased by the US would immediately be available for sale to the employees of CEAC and retired employees of the present Chrysler and in the future the retired employees of CEAC. Those shares could be resold only to CEAC, CEAC employees or retirees of CEAC and retirees of the present Chrysler
The Department of Energy should be in charge of the program in consultation with EPA, Labor, Commerce and Transportation. Public hearings should be mandated on proposed regulations to implement the DOE regulations for the plan and all major contracts.

Plastech Corporation is in a unique position to support the change of management and controlling interest of Chrysler. The best plan is for the U. S. Treasury to buy the 80.1 percent interest from Cerberus, leaving the rest of the stock as is. The purchase price should not exceed $7.4 billion which is Cerberus' investment.

Plastech could be a major supplier to Chrysler of body parts and other light-weight plastic parts. I would hope Plastech can make good use of green technology, such as corn and soy starch and resins.
On a personal note, years ago I was on the board and the attorney for Plastech Engineering, Inc., Chula Vista, CA. We made the air conditioning ducts for the BART cars using plastic vacuum forming technology.

With environmental concerns knocking at the door, the wood adhesive industry can take heart in two soy-based adhesive products that offer environmental benefits. By using soy as an alternative adhesive, volatile organic compounds (VOCs) are reduced, as well as offensive odors. U.S. lumber mills and panel manufacturers are currently using soy-based wood adhesives that were developed in part with soybean checkoff funding from the United Soybean Board (USB).

USE OF SYNGAS
SLIDING PISTON PRODUCES ELECTRICAL ENERGY
This design would be perfect for using production gas made as syngas from pyrolsis of wood waste. This electrical generator would be ideal for use in the BioVolt Truck to generate electricty to rechage the batteries. Production syngas can be fractionalized into propane, butane, pentane and ethanol. The finished product gas can be compressed in a tank located behind the cab of the BioVolt truck. This solution eliminates the biodiesel tank and the expensive reciprocating diesel engine. There would be a great savings in cost of manufacture, cost of operation and maintenance and a drop in truck weight which would aid the fuel efficienty.
Piston power: In an unconventional engine design, a rod with a piston at either end shuttles between two combustion chambers. Magnets at the center of the rod move past metal coils (orange) to create an electrical current.
